HealthNet of Rock County is a free & charitable clinic

HealthNet of Rock County, Inc. opened in 1994 as a 501(c)3 non-profit organization through the result of a needs assessment completed by the Salvation Army in 1993. This assessment identified a lack of affordable health care as one of the major problems of Rock County.

Many of HealthNet’s patients have serious chronic health conditions such as high blood pressure, diabetes, and/or asthma. When individuals prolong treatment or choose not to seek care because of the fear associated with incurring debt from medical bills, the community suffers in the loss of productive employees, consumers, parents, and healthy members of the community. We address these potential issues by providing vision, dental, and other medical services at an affordable rate to the Rock County community.

HealthNet of Rock County, Inc. is dedicated to excellence and innovation in the provision of primary health and dental care and health education, delivered free or at low cost, to enhance the quality of life for the underserved residents of Rock County, Wisconsin.

Dr. Rex Kolste Medical Clinic

The HealthNet Medical Clinic is located at 23 W. Milwaukee St., Janesville, WI 53548 (view map & get directions).

This location also serves as the main administrative office for HealthNet of Rock County, Inc. as well as the enrollment / re-enrollment location.

Medical clinics and medication are provided at this location.

Volunteer medical professionals provide primary care to patients.  The clinic also provides medications to patients, vision referrals, specialist referrals, laboratory tests, as well as other resources and services.  Appointments are required.

All of our services are dependent upon volunteers and donations from community members and other organizations. Patient donations are encouraged.

HealthNet Dental Clinic

The HealthNet Dental Clinic is located at 1344 Creston Park Dr. Suite 2, Janesville, WI 53545 (view map & get directions).

The Dental Clinic encourages our patients to have a regular dental visit at least every 6 months. We provide cleanings, fillings, extractions, and in some cases, specialty services.


As of July 1, 2016, HealthNet’s dental clinic began accepting BadgerCare patients. Patients who are on BadgerCare do not need to enroll with our services through the medical clinic. BadgerCare patients can simply call the dental clinic number and provide their ForwardHealth number to our staff to schedule an appointment.

At this time, HealthNet of Rock County’s dental clinic is only able to see patients who reside in Rock County.

The clinic is staffed by volunteer dentists and oral surgeons with the help of dental assistants, dental hygienists, front desk assistance, and a part-time dentist.

While we accept BadgerCare reimbursements and co-pays, our dental clinic, like all of HealthNet services, is dependent on the support of volunteers and financial contributions from community members. Patient donations are encouraged but not mandatory.

How to enroll for HealthNet services

In order to receive services (or continue receiving services) from HealthNet of Rock County, all patients are required to complete an enrollment interview to determine their eligibility.

At HealthNet, our patients who are uninsured must enroll. You do not need to enroll if you are only utilizing the Forward Health card at HealthNet’s dental clinic.

Our services are contingent upon the availability of our volunteer doctors, nurses, and other volunteer health care specialists.

HealthNet volunteers donated more than 3,500 service hours last year! We would not be able to provide the quality service without the help of our volunteers.
